Tenant and Landlord
The tenant and landlord program provides quality education, assistance, information and referral to housing and housing-related services as well as assisting clients with all aspects of tenant/landlord relations. Specific resources are available for both tenants and landlords. Education is also available for groups upon request. These classes cover the basics of both the rights and responsibilities of both tenants and landlords in Kansas as well as help in filling out leases, rental applications, mediation skills and notification procedures.
Staff in the tenant and landlord program are active in resolving community issues such as leadership in housing code and enforcement changes and the new 14/30 day noncompliance notices, which help to clean up neighborhoods, eliminate crime and keep our current housing structures contributing to the community.
Publication Resources The program publishes a variety of resource materials including plain language summaries of the tenant and landlord laws in Kansas, fair housing information and posters, relevant court decisions and model leases. Publications can be purchased in person Topeka and Lawrence, on-line or ordered through the mail. The publication purchase form is available in both Microsoft Office format and Adobe Reader format for those electing to purchase by mail.
One-on-One Counseling Counseling is on-demand in-person, by telephone, or by email; appointments are not required. Counseling services are provided free of charge to clients. Issues include evictions, maintenance, security deposit returns, lease issues and discrimination. Information about the situation is gathered, education on legal and practical applications of rights and responsibilities of both parties is provided in plain language, problem-solving techniques are explored, alternative actions are reviewed, and the client selects the action to pursue.
